CALL FOR NOMINATIONS FOR BIO-INNOVATE TECHNICAL ADVISORY COMMITTEE CHAIR and MEMBERS Bio-resource Innovations Network for Eastern Africa Development (Bio-Innovate) seeks highly competent and dynamic independent experts to serve on its Technical Advisory Committee. Bio-Innovate is a new multidisciplinary competitive funding mechanism for biosciences and product orientated innovation activities in Eastern Africa, supported by a grant of SEK 80m (USD 10.7m) from the Swedish International Development Cooperation Agency (Sida). The Program builds on previous investments, achievements and experiences from the Sida-supported BIO-EARN Program and other regional initiatives. Bio-Innovate will work closely with the African Union New Partnership for Africa’s Development (AU/NEPAD) Planning and Coordinating Agency (NPCA) in strengthening regional collaboration in science and technology to enable the continent to adapt the rapid advances and promises of modern biosciences. Bio-Innovate will focus on delivering new products through bioscience innovation systems involving a broad range of actors, including scientists, private sector, policy makers, NGOs and other practitioners. It will use modern biosciences to improve agriculture and conserve the environment through improving crop productivity and resilience to climate change in small-scale farming systems; and improving the efficiency of the agro-processing industry to add value to local bio-resources. The program will also develop sound policies for commercialising products from biosciences research; and investigate innovative delivery systems. Bio-Innovate will be managed by the International Livestock Research Institute (ILRI). It will be co-located on ILRI’s Nairobi campus with the BecA ILRI Hub, a biosciences research platform that is part of AU/NEPAD’s Africa Biosciences Initiative. For further information about the Hub, see http://hub.africabiosciences.org Bio-Innovate Technical Advisory Committee (TAC) composition The TAC will consist of six members, four of whom will be independent experts, these being persons not applying for nor implementing Bio-Innovate projects; plus the AU-NEPAD African Biosciences Initiative (ABI) Director as a voting Member of TAC and the BecA-ILRI Hub Director as a non-voting member of TAC. The Bio-Innovate Program Manager will serve as secretary to the TAC. The TAC will meet at least semi annually in person and by tele-conference in the alternating quarters, if so requested by the TAC Chair and/or the Program Manager. Roles and Responsibilities of TAC are to: • Ensure consistency of the Bio-Innovate Program with regional agendas, particularly with the AU-NEPAD CAADP and other regional and continental initiatives; • Evaluate and advise on the relevance and importance of the Program achievements and its impact on development in the region; • In collaboration with the Bio-Innovate Program Management Team, develop the detailed terms of reference for the various thematic calls for proposals and corresponding monitoring and evaluation criteria; • Provide peer review mechanism for the Competitive Grants Scheme; • Make recommendations to the Program Management Team on fund allocations for competitive grants; • Provide technical guidance to the Program Manager on Program implementation issues including regular reviews and assessment of program/project outputs/outcomes to ensure that the Program maintains a high international standard; • Ensure the necessary synergies and collaborations between project consortia and harmonization of Program activities with other activities in the region are created and maintained; • Recommend changes to the Program and its projects if needed to ensure high quality and that the Program fulfils the projected outcomes. Terms of appointment: The TAC Chair and three independent members will be appointed after consultations amongst AU/NEPAD, ILRI and Sida. The terms of the appointment will be for a two year term, renewable.
